District 3. James F. "Forrest" Jewel Questionnaire not received. |
District 4. David E. Hansen. Now that the County Board of Supervisors election roll-out includes statements from a Democratic operative, paraphrasing Supervisor Greenwood's brag as to how Greenwood single handily destroyed the livelihood and 25+ years of Public Service of Supervisor Ehrhart; when candidate Shumaker list as his qualifications for Supervisor... that he lived a rebellious life doing all sorts of drugs, jumping from job to job, living at times in a water tank, in tree houses, in his car, and under bridges, and yet refuses to respond to this questionnaire and or stand in front of voters and state what he would change, if anything. It is my opinion that both have demonstrated that they will go along with other Supervisors, to get along; these are indeed, once again, times that try men's souls. Ask yourself: Where did the idea that Supervisor's serve the public interest of 'THEIR' District; Where has personal integrity, honesty, and moral values gone in our representative government. I have, during my tenure as your Supervisor, for Manquin District 4, attempted to hold these issues as a basis to represent your interest. And now finding no one else, who will not neal to the County Board's injustice and special interest; but rather stand for you, the citizens of King William. My family and I have chosen to let the District 4 voters decide what their values are and who has demonstrated rock solid representation of the voters interest. I will never go along to get along. Let's continue to work together to drain the King William County swamp. |

District 4. C. "Stewart" Garber, Jr. Questionnaire not received. |
District 5. Bob W. Ehrhart II. I’m running for Supervisors in the 5th district because: I have a passion/commitment to serve all citizens (irrespective of demographics) and I’m the most qualified. |

District 3. James F. "Forrest" Jewel Questionnaire not received. |
District 4. David E. Hansen. Alternatively, perhaps I should respond ‘what budget?’ The long standing County Board practice of enacting a yearly Budget is in reality no more than a base line proposal of how to spent tax dollars. Can anyone can remember the last time that the County actually spent tax dollars as a Budget was originally approved. In my opinion, the yearly King William County Budget process is a financial game, with special interest being the only winners. A reduction in our homeowner’s property tax to .76 per 100 assessed value. The current four years of assessment reductions will be wiped out with the upcoming property reassessments; that have been conveniently held off until after the 2019 election cycle. When Moskalski, and Greenwood are now bragging that they reduced the Property Tax by .08 when they both voted to raise it .12 while on the last Board is laughable while they bank on the poor memory or no memory of taxpayers. |

District 4. C. "Stewart" Garber, Jr. Questionnaire not received. |
District 5. Bob W. Ehrhart II. Yes, I spent about 2 days reviewing (and detailing operational increases). |

District 1. William "Bill" Hodges. Questionnaire not received. |
District 2. Travis J. Moskalski. Questionnaire not received. |
District 3. Stephen K Greenwood. Questionnaire not received. |
District 3. James F. "Forrest" Jewel Questionnaire not received. |
District 4. David E. Hansen. The elimination of the County Economic Development Authority that is currently the greatest threat to the County taxpayer must be eradicated. Currently the EDA, with a $230,000+ balance in ‘their’ checkbook from 2018; and another $2,000,000 available from 2019 to support the ‘development’ of business; and the unabridged ability to issue ‘Bonds,’ to support the interest of this unelected committee that taxpayers have the ‘moral obligation’ to pay if the Bond payment defaults. The EDA is nothing short of fiscal insanity. |

District 2. Travis J. Moskalski. Questionnaire not received. |
District 3. Stephen K Greenwood. Questionnaire not received. |
District 3. James F. "Forrest" Jewel Questionnaire not received. |
District 4. David E. Hansen. This question is a false narrative; with over $10,000,000 in tax revenue sitting in the un-Assigned Reserve Fund, and the increased revenues from the Property Tax Re-assessment; there is no need for any additional revenue source. Least, I forget $2,000,000 of the un-Assigned Reserve $10,000,000, not yet spent, but ‘set aside / designated’ for County Infrastructure Development,’ i.e., the EDA. |

District 4. Stephen A. "Andy" Aigner Questionnaire not received. |
District 4. C. "Stewart" Garber, Jr. Questionnaire not received. |
District 5. Bob W. Ehrhart II. Spending cut should be first step. Next, eliminate tax exemptions for certain professions & certain equipment classification. Lastly, apply BPOL to ALL professions. |

District 1. William "Bill" Hodges. Questionnaire not received. |
District 2. Travis J. Moskalski. Questionnaire not received. |
District 3. Stephen K Greenwood. Questionnaire not received. |
District 3. James F. "Forrest" Jewel Questionnaire not received. |
District 4. David E. Hansen. No A ‘spending freeze’ is absolutely the wrong approach; we must have a spending rollback. We must NOT continue spending at current levels. Keep in mind, from the day the Board approved the current budget, the Board has increased Budget approved spending by nearly and additional $1,000,000 groups who could not justify their initial Budget request, but know the ‘KW System’ so well, as to demand and get ‘supplemental funding.’ |

District 3. Stephen K Greenwood. Questionnaire not received. |
District 3. James F. "Forrest" Jewel Questionnaire not received. |
District 4. David E. Hansen. Here’s a novel idea; lets follow the Virginia State Guidelines of no more than 4 to 7 percent of a true annual Budget, in the County’s case this would currently be $5,000,000+. Keep in mind that this amount does not include the County School’s Budget that is running around $25,000,000+ |

District 4. Stephen A. "Andy" Aigner Questionnaire not received. |
District 4. C. "Stewart" Garber, Jr. Questionnaire not received. |
District 5. Bob W. Ehrhart II. Unassigned fund should be ~ 5% of revenues (not expenditures); thus, around $5 million. The only purpose is to offset a deficit balance should a specific item be overspent. |

District 3. James F. "Forrest" Jewel Questionnaire not received. |
District 4. David E. Hansen. No First, what ‘poor track record of results’ are you referring to? The EDA has NO record, that I am aware of, that actually has brought anything other than a lot of promises and maybes from Companies such as Atlantic Broadband’s ‘cable service.’ Don’t kid yourself, Atlantic Broadband’s ‘Franchise agreement’ passed by the Board on 7-22-19 KW Resolution 06-19 with a vote of 4 to 1 is a ‘CABLE SYSTEM’ not Broadband (read section two of 06-19). The single call to glory that 5th District candidate, and Broadband Committee Chairperson Moran has expressed is ‘his’ bringing Broadband to King William. Read the ‘fine print’ of the Atlantic Broadband agreement e.g., … when and where economically feasible. Chairperson Moran has informed the Board, that after spending Tax payer money from the EDA bank account to attend ‘special meetings;’ Broadband will not be available to even the anointed (not all) of King William for possibly two years; and at what cost, no one knows. |

District 3. James F. "Forrest" Jewel Questionnaire not received. |
District 4. David E. Hansen. No The current projected 2019 BPOL is $350,000. The BPOL is NOT universally enforced; many, who should pay this ‘license fee,’ do NOT. In addition, how do we know this? Because the County has NEVER reviewed the BPOL Program to verify participation. Is it legally right for one wood’s man to pay the License when his neighbor sells firewood just down the road with no BPOL License? In King William it is! |

District 4. Stephen A. "Andy" Aigner Questionnaire not received. |
District 4. C. "Stewart" Garber, Jr. Questionnaire not received. |
District 5. Bob W. Ehrhart II. BPOL should be applied to ALL professions consistently. The Board actually included this as a priority task for the County Administrator to address w/ the Commissioner in 2019. |

District 3. James F. "Forrest" Jewel Questionnaire not received. |
District 4. David E. Hansen. No As referenced earlier, the King William County Budget is no more than a PROPOSED spending guideline. Webster defines ‘Budget’ as … ‘A report of estimated expenditures and income …’ King William’s County Budgets lives by this definition. |

District 5. Bob W. Ehrhart II. Yes, private sector should be the leader. I support high speed internet which is market driven (local government partnership) where user fees are paid ONLY by its customers. |

District 4. David E. Hansen. Yes What other viable options do we have? The current 2019 Budget provides $766,252 for Fire and Rescue Services. KWFES Staffing is 6 full-time, 11 part-time, with 53 volunteers on the roster (4 have resigned since 7-7-19) |

District 4. C. "Stewart" Garber, Jr. Questionnaire not received. |
District 5. Bob W. Ehrhart II. If expansion = salaried, then no. I supported the most cost effective option which was Lifecare for EMS. At this point, a blend of volunteer & paid staff is the best option. |

District 3. James F. "Forrest" Jewel Questionnaire not received. |
District 4. David E. Hansen. Yes When the Board does not approve of any activity taken by a County Administrator, the Board has the option of immediately firing the Administrator. The King William Board has fired many Administrators. Clearly, the Board supports the actions of our Current Administrator, Ms. Tassinari, or else she would not be the County Administrator. Having the County Administrator do the ‘dirty’ work for the Board is an excepted standard; until the Administrator steps on the wrong toes. |

District 4. C. "Stewart" Garber, Jr. Questionnaire not received. |
District 5. Bob W. Ehrhart II. Yes, if the criteria set forth in the personnel manual/policy are met. The BoS should not micro-manage this aspect. |

District 4. Stephen A. "Andy" Aigner Questionnaire not received. |
District 4. C. "Stewart" Garber, Jr. Questionnaire not received. |
District 5. Bob W. Ehrhart II. No, I studied the draft presentation back in Feb 2019. KWCPS ADOPTS the final budget after appropriation by the BoS, so studying it would be “after the fact”. |

District 4. David E. Hansen. As referenced earlier, the King William School Budget, as with the County’s is no more than a PROPOSED spending guideline. Webster defines ‘Budget’ as … ‘A report of estimated expenditures and income …’ King William’s School Budgets lives by this definition. The School ‘Line Item’ Budges is meaningless. When the current Board adopted the Policy to allow the School Board to eliminate ‘Line Item’ Budgeting, the Board agreed to provide the School Board a ‘lump’ sum of Taxpayer dollars to spend as the School Board deems appropriate. I support allowing the School Board to have a Referendum vote, in the County, that would allow the School Board to propose and collect taxes on its own Budget, and not hide behind the skirts of the County Board of Supervisors. This process is allowed by Virginia Law, and would allow the School Board to justify Budget expenses directly to the voters. . |

District 4. C. "Stewart" Garber, Jr. Questionnaire not received. |
District 5. Bob W. Ehrhart II. The BoS DOESN’T appropriate by item but GPS for school buses comes to mind. Supported cuts would be in administration or an item exceeding SOQ requirements [not classroom]. |

District 4. David E. Hansen. Yes No amount of Tax Payer School funding should be moved from one School Board category to another. Simply put, just like Taxpayers; when you are out-of-money you are ‘out-of-money.’ |

District 4. Stephen A. "Andy" Aigner Questionnaire not received. |
District 4. C. "Stewart" Garber, Jr. Questionnaire not received. |

District 4. David E. Hansen. No As with County spending; a ‘spending freeze’ is absolutely the wrong approach; we must have a spending rollback, for the School Board. We must NOT continue spending at current levels. Keep in mind, from the day the School Board approved the current budget. The School Board has a history of hiding expenses from the County Tax payer, as demonstrated in the Hamilton Homes Renovation(s). The School Board knew of the ‘Renovation’ needs and held numerous closed meetings with architects and lawyers for at least 5 years prior to bringing the need to the Board of Supervisors for ‘immediate’ action. I leave it to you, was this poor coordination with the Board of Supervisors considering the nearly $12,000,000 immediately demanded of Taxpayers or simply an oversight on the part of the School Board? |
